Michael Steinhauer, OTR, MPH, FAOTA

Michael J. Steinhauer began his 30+ year health care career with a clinical background, as a Registered Occupational Therapist.  He attended Northwestern University Medical School in Chicago and was awarded a Masters in Public Health. Over these years, Mr. Steinhauer has owned and operated his own home health agency and served as a national association executive in that industry.  He is a previous state OT association Executive Director and state registered lobbyist, having brought licensure to the OT profession in Wisconsin. He is also the immediate past state public official for the regulation of Wisconsin nursing homes, and later served as a Wisconsin county public health officer.  Among his many awards and distinctions, Michael has published numerous works in major health care publications in this county, and has appeared on radio and TV on numerous topics related to the health care industry.


Mr. Steinhauer currently serves as the Special Populations Planner for Dane County Emergency Management. He has developed a comprehensive and effective plan for accommodating the needs of vulnerable populations during an emergency or disaster, which has received regional and national recognition. His work has been the focus of numerous workshops and seminars and he has address the legislative and regulatory bodies, testified at the Capital, presented at the Wisconsin Governor’s Conference on Emergency Management and other state level agency committees. Michael’s approach to accommodation was published by FEMA’s Lessons Learned Information Sharing web site and he is a frequent, passionate and engaging presenter.

Russell King

Russell King serves as an emergency preparedness consultant for The Steinhauer Group.  His work with community-based organizations, bringing them into compliance with contractual obligations for emergency planning, has helped raise awareness of personal and professional preparedness within Dane County's human service industry and special populations. His specialty is connecting with individuals within organizations and helping them tailor their plans to their own circumstances and needs in operational planning in the event of an emergency or disaster. Beyond continuity planning, King often presents on personal preparedness activities for people with disabilities. King is also a nationally known advocate, writer, speaker, facilitator and poet with more than 25 years of experience.


King is author of A Hint of Frost: Essays on the Earth, Harvest Work, A Practical Guide to Public Relations and thousands of articles.  He was editor of A Physician’s Guide to Wisconsin Health Law, Vol. I & Vol. II and the Wisconsin Medical Journal.

Karen Callies

Karen provides the link between emergency management and preparedness, and the long term care industry. Her expertise in nursing home and assisted living care is unmatched.

Has been a registered nurse for over 30 years. Having served in a variety of positions over that time, Karen has spent much of her time in the long term care field. She worked in supervisory and management positions in Wisconsin with Alzheimer's patients, individuals with development disabilities, people who are chronically mentally ill, individuals with behavior problems and traumatic brain injured individuals. In 1991 Karen joined the State of Wisconsin, Department of Health and Family Services Bureau of Quality Assurance as an RN State Surveyor, surveying nursing homes for compliance with State and Federal Regulations. She participated in IDR sessions as both the lead surveyor of record and as a nursing consultant when required. As a result of her in-depth knowledge of the regulatory environment, backed by her years of service as a provider, she was asked to serve in this latter capacity on numerous occasions by her supervisors and Regional Field Operations Director. She was regularly asked to review SODs prior to issuance and to help resolve issues with providers as part of an ongoing QI initiative within the Bureau. Karen is well regarded in the provider community for her professional sense of balance, reason and ethics. She voluntarily retired from state service in December of 2002.

J. McClellan

The population planner and public information officer for Dane County Emergency Management.

J. McLellan is a locally recognized leader in public information currently with the Dane County Department of Emergency Management.  He will serve as a public information consultant to the project and its participants.  McLellan served as an officer of Emergency Management Public-Private Partnership of Dane County.

Frank Buccitelli

Frank Buccitelli, CPM (Certified Marketing Professional), a member of our team from 2004 - 2017, has more than 15 years of professional sales, marketing, advertising, strategic planning, public relations, referral network and new business development, disaster planning and crisis communications experience in both health care provider and consulting environments.


As Corporate Director of Sales & Marketing for an acute care health system, a national PPO, multiple senior housing employers, a national hospice company and several home health and nursing home consulting clients, Buccitelli has produced significant results in census & occupancy growth, profitability and community awareness.


Buccitelli has received multiple national awards for effective marketing communications, direct mail, advertising and public relations campaigns.  He received his BA in Mass Media Communications and Marketing from the University of Akron and attended Northwestern University in Evanston IL working towards his Masters of Science in Communications.
